Assisted a request for the Purple Heart with the daughter of a
veteran, (deceased) that fought in the Battle of the Bulge, and was
captured. He was forced marched December 1944, January, February
1945 when he experienced frozen feet.
I thought the problem was corrected three years ago. However, the
U.S. Army Board for Correction of Military Records continues to deny
the Purple Heart to Army ground forces wounded while in captivity
during WWII.
The Army Air Corps personnel are under the jurisdiction of the
USAF since 1957 for correction of military records, issue medals,
etc., are being approved the Purple Heart for wounds incurred
while in captivity or while being taken captive, (including
frostbite).
All Army personnel were under the identical guidelines but the Board
will not change its opinion.

In fact the USAF denied the request as well until a 5-page
letter of legal opinion by a Colonel, USAFR, retired, former judge
was provided.
